Finding a qualified and reliable caregiver can be overwhelming, but Canada’s Home Care Worker Immigration Pilots offer a reassuring solution. If you’re looking to hire a caregiver for your home or organization, this program not only enables you to recruit skilled home care workers from within Canada but also provides a pathway to permanent residency for your caregiver, ensuring long-term care for patients and a stable, bright future for caregivers.
How the Home Care Worker Immigration Pilots Work
There are two streams within the program:
- Child Care – For home child care providers (NOC 44100), excluding daycare workers and foster parents.
- Home Support – For caregivers assisting seniors or individuals with medical needs (NOC 44101).
Currently, only candidates already working in Canada can apply. The stream for overseas applicants will reopen later.
Who Can Hire a Caregiver Through This Program?
To qualify, you must be:
- A private household hiring a caregiver for a family member.
- A business or non-profit providing home care services.
If you’re a business or non-profit, you must also:
- Have a Canada Revenue Agency (CRA) business number.
- Prove that you need a caregiver and can pay their wages.
- Have been in operation for at least a year before making a job offer.
Steps to Hiring a Caregiver Through the Program
1. Find a Home Care Worker
Unlike other immigration programs, the government doesn’t match you with a caregiver. You’ll need to find a candidate on your own, through word of mouth, caregiver agencies, or job postings.
2. Make Sure They Qualify
Before you offer a job, ensure your caregiver meets these key requirements:
- Language Skills – They must demonstrate the ability to communicate in English or French.
- Education – If they studied outside Canada, they’ll need an Educational Credential Assessment (ECA).
- Work Experience – They must have relevant experience or training in caregiving.
Encouraging your chosen caregiver to prepare these documents in advance can expedite the process.
3. Offer a Qualifying Job
The job must:
- Be full-time (at least 30 hours per week).
- Be non-seasonal and permanent—no short-term contracts.
- Match the job description for NOC 44100 (Child Care) or 44101 (Home Support). These are specific job categories defined by the National Occupational Classification (NOC) system, which categorizes jobs in the Canadian economy.
- Pay at least the provincial median wage for the role.
- You’ll also need to provide a formal job offer letter detailing the role, wages, and work conditions.
4. Support their Permanent Residency Application
Once your caregiver applies for permanent residency, you may need to provide extra proof that:
- You genuinely need their services.
- You can provide financial support for their employment (e.g., tax records, pay stubs).
